Last year, after breaking several freelancers, Raging Swan Press launched its first open call. We received over 50 entries and the eight very best of those submissions made it into Random Encounters: Wilderness.
Today, we are at it again! If you want to break into freelance game design, or fancy adding Raging Swan’s scalp to your portfolio, you’ll want to get involved with Broken Freelancers II! Follow this link to learn more about the open call, grab all the downloads you need to get started and to discover what fabulous prizes could be yours!
Good luck. I look forward to your submission.

Are you sure you want the scenario to be one that "the average GM would find hard to run off the cuff"? Just want to be sure before I set to working on a submission utilizing obscure rules. ;)
EDIT: you also mention a "downloadable template below", but I am not seeing any link to a template on that page ... or I am overlooking it and will promptly kick myself for posting this edit.
EDIT EDIT: kick kick kick kick ... found it.

Are you interested in submissions from people who had scenarios published last time, or are you just looking for new folks, Creighton?

Also, remember to follow the template everyone (look for the invisible text!) as that caught a few people up last time. This is a great opportunity; I had my scenario published last time, and I'm working on a Dungeon Dressing now for Creighton!

I have the perfect thing for this! I will refine and submit. Yay! :)
Would multiple submissions be allowed? I have a few different ideas for this. Also, do traps count against the limit of three stat blocks?
Up to two encounters per freelancer please. As to the traps, if they are crazy complicated, they count as a stat block. If they are simple like a pit trap, they are not. Hope that helps!

People who were successful last time can absolutely have another go. That said, previous success is no guarantee of victory this time around.

Hazards, grappling specialists, and Inner Sea Bestiary OH MY!
Be sure to check the requirements for the assignment very carefully.
If you open the provided template (which you should familiarize yourself with very carefully), you find the following info:
OGL SOURCES
- The majority of the material you use in the encounter should come from Pathfinder Roleplaying Game Core Rulebook or Bestiary 1.
- Note the title of any book you use that is not the Pathfinder Roleplaying Game Core Rulebook or Bestiary 1.
- Only use material from Advanced Player’s Guide, Ultimate Magic, Ultimate Combat, Ultimate Equipment and GameMastery Guide.
- Do not invent any new spells, feats, magic items and so on.
So...no Inner Sea Bestiary.

OK, no aquatic ...
... then I think I'll have the PCs come across a caravan that's all shot up and a bunch of slaughtered halflings. At first it looks like it's the local sand people, but they'll quickly realize the arrow shots are far too precise, and the tracks are side-by-side, not single file.
;)

In the event we include a creature which has multiple forms, if only one is relevant to the encounter, do we need to include all the alternates?
If only one is relevant, I can live with one form. Normally, I shoot for all a creature's forms but in the case of lycanthropes (for example) that can eat word count.

You had me at slaughtered halflings...

Thank god I saw this when I did.
So we can only use the first Bestiary?
I prefer keeping mostly to core because it means that almost every GM can use the encounter in his campaign. It also dramatically speeds up the sorting process - and when you have 50+ entries anything that speeds things up is good!
So, in short I prefer you to use the Bestiary. If you absolutely have to use Bestiary 2, 3 or 4 I can live with it.

Tell me about it!

It was a ballpark last time, with 10% give or take one way or another, though if you have to miss you're probably better to undershoot for obvious reasons ;)
Good luck everyone! Busyness with other things (among them a RS project, by happy coincidence) is keeping me from jumping in for a second run =)
