I'm adding witch levels to a green hag.
She's taking the flight hex.
Green hags have a Swim speed so have a +8 racial bonus to swim checks.
The Flight hex grants a +4 racial bonus to swim checks at level 1.
It seems odd to ask if racial bonuses stack since things generally aren't two races, but in this case it came up.

Racial bonuses stack.
They are one of the few.
Along with dodge and circumstance bonuses.
Source:
Bonus Types: Usually, a bonus has a type that indicates how the spell grants the bonus. The important aspect of bonus types is that two bonuses of the same type don't generally stack. With the exception of dodge bonuses, most circumstance bonuses, and racial bonuses, only the better bonus of a given type works (see Combining Magical Effects). The same principle applies to penalties—a character taking two or more penalties of the same type applies only the worst one, although most penalties have no type and thus always stack. Bonuses without a type always stack, unless they are from the same source.

Thanks, guys. I knew dodge bonuses stacked. Didn't know about the racial bonuses, and never even think about circumstance bonuses most of the time. I'll make the sheet reflect the change immediately.
I'm giving a vampire witch the flight hex soon too. I doubt she'll have a use for a bonus to swim though. (Yeah, I know vampires can already turn into dire bats or gaseous form to fly, but I want to have her fly in human vampire form.)
