For the High Council, I'd expect the five oracles to be fairly high-level (at least 15th?) and on the Lower Council they'd be at least 5th? I know there are others besides oracles on the Lower Council.
Does anyone else have any feelings about what the level distribution might be of the folks in the High and Lower Councils?
I'm particularly interested in what you think Shi Yin Ling's oracle level might be? She appears to be depicted as fairly young so maybe she's lower level than Zhuge Shuang Ying or Auyoung Fong.
I'm interested in your thoughts.
