Chapter 8 question regarding the infiltration [spoilers!]

Heya everyone,

After completing the infiltration in chapter 8, the book says:

"The GM should tally up the total number of AP the PCs have at this point. For every 5 points, the PCs gain 1 Liberation Point, which will apply in Chapter 9 (page 158)."

I'm a bit lost on why more AP would increase the party's Liberation Points, which improve the party's situation in chapter 9. Is this meant to simulate that increased alarm at Sarini Manor draws Caeto elsewhere before coming to the city, providing the PCs with more time to prepare for the final showdown?

That is how I read it. I interpreted it as more alarm points means more resources sent to the Manor, which means there are less state resources to inform Caeto that Saringallow has been liberated.
