I'm all but sure this doesn't work, but wanted to get more perspectives than my own.
The Envoy feat Saw It Coming allows a PC to draw a weapon before Initiative is resolved.

The cybernetic augmentation Tactical Hideaway Limb allows a PC to activate or use the drawn weapon or item as part of the Draw action.

Would this allow a PC to get a shot off at full MAP before initiative is even resolved?

Ultimately - ask your GM about it. I do consider it debatable enough to warrant having a conversation about it if that is something that you want to be able to do.
If I was the GM and wanted to shut this down, I would cite the Subordinate Actions rules. Hideaway Limb uses Item Activation to get the fire-when-Draw ability. Saw it Coming gives you a subordinate action to Draw a weapon, not to activate an item.

You can't RAW. Here shows how important wording is in rules.
Saw it Coming doesn't allow you to draw a weapon, but to use "Interact to draw a weapon", which means it refers to the Interact action, not any action that is called Draw or any action that allows you to draw a weapon.
Tactical Hideaway Limb doesn't allow you to draw an item and use it, but to use its own Draw action and then add onto it.
If it would be allowed, the tactical hideaway limb would read like "When you use Interact to draw a weapon, if the item can be activated or otherwise used with a single action, you can use the item as part of the same action. For example, you Interact to draw a weapon, then Strike with that weapon."
