So here is my question.
A Soldier(action hero) with a machine gun with 3 rounds left in the magazine. They have 3 emenies within range 40ft cone.
Option 1 The soldier uses auto fire spending all 3 rounds...1 for the Primary Target attack and then 2 more rounds to apply auto fire only one the target. So spending all the ammo but not being able to hit all targets.
Option 2 The soldier cannot make the attack since they do not have enough ammo and the need to reload to make sure there is at least 7 rounds available.
I am thinking option 2 is correct but I struggle to find support documentation in the book. Page 255 under expend is the best I can find
"Other abilities might cite the use of expend as the amount of ammo required to complete the action"
If there are other supporting rules for either option please let me know!

I think technically you could not shoot because of not having enough expend to complete the action but I would as a GM go with option 1. In theory you could aim your cone of fire such that you probably can do it by only having one target in it. Option 1 is just less doinking around trying to line that up.

So 10 goblins are in the 40 ft cone (40+ squares) of the machine gun...It seems you cannot use autofire and primary target? Machine gun has 20 rounds and you need 21 to do primary target and auto fire? Seems strange to me.
I think I might allow option 1 but only when you empty the magazine..but I suppose you could use it not hit friendlies.

About whether Primary Strike takes Ammo or not:
When using an automatic weapon, the soldier does need to spend additional ammunition...
About what happens when you got less ammo than targets in auto-fire:
Only creatures up to half the ammo expended from the weapon need to roll Reflex saves. Which creatures are decided upon by the GM based on positioning and the weapon used, but generally they are the creatures that are furthest away.

Great! Thank you I forgot about the FAQ. I do find the second one a little weird suggesting
"generally they are the creatures that are furthest away"
but I guess it is gm decision.
