Should Ultralight Wings need to be deployed every time?

Ultralight Wings (Player Core pg.289) says "You can deploy the wings with an Interact action...While the wings are deployed and you're not encumbered, you gain a fly Speed of 20 feet...". Is the intent that a player should need to deploy them manually before any time they plan to use them? It makes some sense with something like a jetpack that you wouldn't want to always have it active, and it has rules that reflect that.

Or is it simply like having weapons drawn where there's only potentially a loose social understanding of "hey man, this is a Space Denny's, can you put the wings away?"

It's Space Denny's. Having wings isn't that strange and the wings come with no usage cost (like energy or minutes per day), so I'd assume that most players will have them deployed all the time unless a special situation would make it unwise.
