Since free actions with a trigger can share the timing of said trigger, a witchwarper should be able to activate spellsurge ammo on a reaction spell. With the limit being once per turn, this could net you two spellsurge ammo uses on a single attack. Am I correct in my reading here? I've been pretty discouraged in using weapons on a spellcaster, but this interaction would be fun to use with a grenade or a strike with a lot of bonuses.

I don't understand what you're asking, but I'm sure it's no.
Can you give a precise step by step example of what actions, spell, and attacks you envision with what bonuses?
Here's my scenario. A 5th level analyst witchwarper uses their alternate outcome focus spell to reroll a failed saving throw. This triggers spellsurge ammo on a turn that is not the witchwarpers. They then cast hypercognition on their turn to trigger spellsurge ammo again. Would they be able to channel extra force damage into the same weapon twice? The focus spell would be rank 3 so that would be an additional 6 damage on a grenade or area fire weapon. At 13 level I could see using this with true target as well for an extra 14 damage on a strike.

In addition to what he said, Spellsurge Ammo has a limit of once per turn, and I wouldn't let it trigger on an off turn reaction. I think the clear intent is to have it activated with actions on your turn so you can't blaze away three strikes (four with Quickened) with it active.
I'd let you strike (or Anchoring Strike) and if you missed cast Alternate Outcome (on your turn) to trigger it that way, but if you keep hitting you miss out and the first shot isn't going to get the bonus damage.
