Can 'Quickened Casting' be used with focus spells?

Cross posting from PF2E forum, in case there is a PFS-specific ruling on this.

The text of the 10th level Oracle class feat 'Quickened Casting' says....

If your next action is to cast an oracle cantrip or an oracle spell that is at least 2 ranks lower than your highest-rank oracle spell slot, reduce the number of actions to cast it by 1 (minimum 1 action).

Focus spells are not mentioned. Does this mean focus spells cannot be quickened, or are focus spells implied to be included as a sort of cantrip?

Focus spells aren't cantrips, and they can't be lower-ranked than your highest spell slot.

So, RAW, focus spells cannot be quickened. However, cantrips also can't be lower-ranked than your highest spell slot, yet they can be quickened.

I think that's because the reading should be:

If your next action is to cast an (Oracle Cantrip) or an (Oracle spell that is at least 2 ranks lower than your highest-rank Oracle spell slot), yadda yadda

and not:

If your next action is to cast an (Oracle cantrip or an oracle spell) that is at least 2 ranks lower yadda yadda.

If the top reading is correct, then you should be able to quicken any of your focus cantrips, seeing that they are in fact oracle cantrips.

If the bottom reading is correct, then you would never be able to quicken cantrips at all, and it wouldn't have the phrasing mentioning cantrips.

Honestly, top reading is the only one that makes sense.
