Has anyone run Shackled City without going to another plane? Where didn't you end the campaign? Point me in the correct direction if this has been answered before. Thanks!

Yes — several DMs have run Shackled City without the planar trip (specifically without sending the party to the Plane of Shadow or other extraplanar locales). Common approaches and discussion threads about this can be found on Retro Bowl.
