Question about town level

As the town levels, should the businesses level, too? Or does it matter? I'm thinking in terms of earn income tasks.

A location's level in town is a reflection of that location's owners and the challenges they present to PCs who want to influence the NPCs there.

If these levels increased, then the DCs associated with their NPCs and services and all that would increase, which would mean that the PCs would never "get better" at interacting with the townsfolk.

By keeping the businesses at their levels as listed, those DCs become easier as the PCs grow more powerful, reflecting their rising stars in town.

At the same time, the town's level increasing allows higher level PCs to gain access to higher level shopping and Earn Income tasks.

Once the campaign is over and Willowshore ends up at level 7, then after a length of time as decided by the GM, the town's locations will catch up and each increase by 3, representing the results of seasons/years of growth among the population and their fortunes and business after the boost the PCs gave the town by helping to revitalize it.

So if you run a game in Willowshore after the events of Season of Ghosts (or if we ever return there to present an adventure set in such an era), then the businesses will be leveled up to match Willowshore's higher level... but that shouldn't happen during the course of Season of Ghosts.

Maybe I'm misunderstanding how earn income works. Can they set any level for a task to the town level (if their reputation is appropriate), regardless of the level of the person they're working for?

The level of the NPC they're working for isn't relevant to the task level, which is chosen by the PC (with the GM's permission) up to a maxiumum set by the town level. The level of the person they're working for is only relevant if they want to Lie to them or Sense Motive on them or to Make an Impression or do any other thing that directly affects the NPC directly.
