I would not want to give up the off-guard effect for dazzled when a target fails vs. a second wisp. Rather, why not add on a -1 to hit along with the off-guard?

My reading is that “instead” refers to the effect of the second wisp making the target dazzled instead of off guard, but doesn’t affect the outcome of the first wisp.
So:
First wisp -> off guard
Second wisp -> dazzled instead of the usual effect of off guard
End result is off guard and dazzled until the end of the next turn.

I agree with BooleanBear. That sounds like it makes sense.
Which means that I ran the effect wrong in a game the other day...
Yeah, it could use some rule wording cleanup.
"If a target fails a Will save against a Wisp while affected by the Off-Guard condition from the same casting of Wisp Ally, the target becomes Dazzled."
Or something like that.

Also, I think when cast at Rank 1 (or at higher Ranks if you are affecting targets individually) that you can sustain the spell multiple times during a round to have one Wisp affect the target multiple times in the round in order to get the Dazzled effect.
When you Cast the Spell and each time
you Sustain, you can direct the wisp to move to a creature
you choose within range and attempt to distract the target.
I think that is clear enough, but if someone doesn't read it that way, give a shout here.
