Does anyone remember which chronicle gives access to the scrollstaff?

Hey,

I vaguelly recall seeing a chronicle gave access to the scrollstaff not too long ago. At the moment I didn't think much of it, but later when I revisit on the item, I decided that it could be somewhat useful, except now I can't remember where I saw it.

Does anyone know which chronicle it is on?
