I would like to publish a little something on Pathfinder Infinite for the Omdura and Vampire Hunter classes (PF1), but I am wondering since the books they appeared in are not “setting neutral”. Would this be allowed?

No, while Paizo published supplements for both Vampire Hunter D and Niobe, we did so in limited-time partnership with their respective publishers. We do not have the rights to permit others to publish material based on those IPs, and if we did, it would still fall outside the scope of the Infinite platform.
