Is this generally legal?
Yes:
It appears in Escape from the Prison Moon. And Against the Aon Throne has been vetted as SFS friendly.
No: (in general)
It appears on the Rune Drive gambit chronicle sheet with a buy limit of 1. This would tend to indicate that it is *not* generally available. Obviously if you have played the AP and have that chronicle, you are okay with buying one.
It is not helpful that the additional resources page for Against the Aon Throne just links to the overall AP. That has a Starfinder Organised Play document (yay) but which doesn't state anything about general item availability.
