Adaptative fighting can it be a feat for Envoy at level 1?

The envoy starts with the following feats:

Light Armor Proficiency (combat)
Basic melee weapon proficiency (combat)
Small arms (combat)

Technically starts with 3 combat feats and the prerequisites for adaptive fighting are: Three or more combat feats

So, can an Envoy level 1 take it?

Are class proficiencies actually even Feats? I was under the impression they weren't.

I don't think that they would have the pre requisites on the feat if everyone was supposed to qualify for the feats. RAI i believe soldier bonus feats and similar things count, but class based proficiencies and the like do not.
