There were statements back near launch, that they hoped to be able to go higher than PFS1 went, don't think they committed to any given number. But I wouldn't expect the scenario level cap to grow by more than 2 per year. It just takes that long to build up the pyramid of scenarios required to support enough characters at high enough levels to warrant the scenarios.
I was just doing some convention planning, and it feels like we're a little light on 3-6s and non-metaplot 1-4s right now, and a little top-heavy on 5-8s. Which does make it feel like the first 7-10 could be "soon" (tm).
I'll probably make an effort to push one of my level 6s to level 7 to be ready soon. I had been spreading out exp around (play and GM credit) around six different level 6s to keep them all in the 3-6 and 5-8 overlap for maximum options at muster time.

Honestly I hope it gets better than +2 lvl / year, because otherwise you may be stuck and prevented from playing your favourite character for too long for most players I know.
I think in PFS 1 it was more along +4 lvls : year ? Anyways, I would compromise for three.
Some people do not have the same commitment as long time players, or else have life issues causing them to stop gaming on the way, so +2 lvls / year seems a problem, IMHO.

I wouldn't be shocked if the season ender is a combination of multitable special for lower levels, and a single-table high level scenario showing what the elite agents were doing to deal with the problem from a separate angle. Comparable to Cornered Rat/The Last Bite.
Like Eric says, it's likely that level ranges will follow a pyramid shape, because there's just a lot of demand at the bottom.
However, I do think we'll see relatively swift growth, at least compared to PF1; notice how every AP so far goes to level 20 and people are reporting that the game works well at higher levels. PF1 held back on high level scenarios for a long time because they were so hard to write, but PF2 is more stable at higher levels.
