It was back when there was a considerable amount of pushback against Saturday morning cartoons and their educational value vs selling toys and Frosted Flakes, so they started making cartoons with "educational value" that they could also use to sell toys and Frosted Flakes.
I guess that kiddo money is too tempting. Pee wee's playhouse was certainly not for kids at first either.
