I'm playing around with the carrier (why does it have 10 bay's when you need 12 to have more hanger's than a battleship anyway?). I'm debating making each "tiny starship" in a bay part of a group (either 4 fighters or 12) and operate as a swarm in combat. I'm sure there was a rule for smaller ship swarms somewhere but I'm not able to find it anyone know where it is?
There is not. There are squadron rules in SOM that let small ships take special starship combat actions to support each other (things like wingman defense and flanking) and for designing small ships that can Voltron into a bigger ship, but not for treating disparate ships as a swarm with unified stats.
