why no "+Lore" for Bardic College??

Of all the various buildings that represent institutes of higher learning, why is it that the Bardic College alone gives no boost to Lore?

This omission appears to not be an errata, as it was never changed (at least, not in any source I've read).

I surmise (for flavor) that the bardic college would rely on the resources of a library or academy or university when it needs to educate its students and does not maintain enough of its own resources to substantively affect lore.

Mechanically, there's already several lore buildings in a particular chain so adding another probably was a balance decision.
