Can i stack the Solarian's Flashing Strike with the Soldier's Blitz Charge Attack?
No. The Blitz Style "Charge Attack" ability lets you charge as a standard action and make a single attack at the end of the charge. Two attacks at 11th level (when you get the Soldier's Onslaught ability). But it's all a standard action. Flashing strikes specifically only applies when making a full attack.
Would the Solarian with a Solar Flare, using Soldier's Sharpshoot Focus Fire stack with Flashing Strike?
No, both abilities specifically reduce the penalty to -3 instead of -4. (It would be different if one/both said they "reduce the penalty by 1" but they do not. They reduce specifically to -3.)

Addendum:
As a GM I'm fine with the specific case of Solar Flare-Flashing Strikes-Focus Fire resulting in a total of -2 on a full attack.
It's not that powerful, and it requires a significant amount of multiclassing. A lot of the Starfinder rules are written this way ("-3 instead of -4"). Presumably to provide room for future published material and not end up in a situation where people can stack rules with minimal investment and end up with a -0. As written they wouldn't stack, but I'm OK allowing this particular combo in a home game. Some others I might not allow.
