A couple of crafting related questions, the answers to these may be in the Guide to Play but I couldn't find them.
1) Does having access to an Uncommon item also include access to its formula? If not, is there currently any way to gain access to Uncommon formula?
2) A number of magical items require the Supply of a spell. In a traditional game the party casters can help out with these during their own Downtime, but with PFS Downtimes being handled individually does this mean characters can only utilise spells they could Supply themselves? And if so, would Trick Magic Item function as a potential workaround for non-casters?

I'm pretty sure just having access to an item does not give you buy its formula.
Formula Rules do let you dissemble an item to reverse-engineer the formula but you'd need to have the item first. (Useful for uncommon alchemical items as an alchemist, less useful for magic items)
2)Depends on the magic item. Look at Crafting a Wand
The casting must come from a spellcaster expending a spell slot. You can’t make a wand from a spell that comes from another magic item, for example.
I don't think staves have the same requirement, but may require several spells. Using Trick Magic Item seems like it should work, but a failure likely wastes your 4 days of crafting prep.

That's quite a disappointing answer, which leads to a rather ridiculous situation. The item I'm interested in is offered for a single scenario, with the lesser version available in the low tier and the greater in the high tier.
In other words, if I want the greater version, I absolutely need to play it in the high tier, which means I'm incentivized to register for that scenario and drop out as the game starts if it's low tier, and to repeat this process until I luck out. That seems quite disruptive, and contrary to Organized Play's goals.
Is there any chance this rule might be amended? Or perhaps an alternate solution could be provided down the line -- like offering the greater version once a certain period has elapsed, or for Achievment Points?

Can you run the adventure and apply the chronicle to a high-tier character?
I have never GMed in Organized Play, so I have no idea if that's possible. And besides me being a complete newcomer to GMing in OP, that would mean shelling out for some kind of virtual tabletop service right now. That's a lot of hoops to jump though just to get access to an uncommon item!
