In the encounter in area E3, Guesthouse Lounge, the creature's text says "If it
seems necessary, Daelene attempts to surreptitiously
cast suggestion to magically encourage the PC that seems
to be the “leader” to sit down and have a drink..." How does this work? According to Paizo's own FAQ it's always obvious when somebody is casting a spell. So what's the deal?

Yeah, it doesn't, unless he is somehow unobserved. Clearly, the author wasn't aware. You could fiddle it by messing with his feats, or just handwave, and let him make a bluff check vs sense motive.
This is a regular problem in APs and modules. Handwaving and/or rewriting the whole encounter isn't exactly ideal.

I agree, but those are pretty much your options, when the author makes a writing choice that doesn't match the rules.
Does your campaign/group have any precedents around detecting spellcasting? My own regular group is a 3.5 veteran group, so expect to be aware of all enemy spellcasting. Yours may not.
There is a feat specifically aimed at hiding spellcasting, and that caster should probably have it for their tactics - it's Conceal Spellcasting. Rather than rebuilding, you could just straight up add the feat to the caster.
