Item Level and Equipment Purchasing

So, I've found a discrepancy in the Guide to Organized Play.

You can always purchase the following items so long as you’re in a settlement of at least 5,000 residents (and scenarios may sometimes provide additional allowances or limitations):

Any common equipment in sanctioned Pathfinder content with an item level equal to or less than your character’s level (minimum 2).
Any uncommon equipment in sanctioned Pathfinder content with an item level equal to or less than your character’s level (minimum 2); your character must have access to this uncommon equipment such as through meeting its Access condition.
Any equipment listed on your character’s Chronicle sheets with an item level equal to or less than your character’s level + 2. Some items found on Chronicle sheets are available for purchase only a limited number of times.
Any items and services purchased with Fame.

But...

Which is correct? We can purchase common equipment with an item level equal to character level or less (minimum 2), or we can purchase common equipment with an item level equal to character level +2 or less?

From what I have seen elsewhere, the Organized Play Basics is the correct version vs the Player Basics, but I can't point you at specific quotes to set that in stone. This should also be commented on in the Guide Clarification/Suggestions post that is stickied to the forum, methinks, if someone hasn't already.

Sorry for thread necromancy, but my question is somewhat related:

Any common equipment up to level+2 should be readily available fur purchase by everyone without any other conditions, right?

Other equipment, such as uncommon items can be made purchaseable by (amongst other things) being earned on a chronicle. I assume the level+2-restriction applies here as well? So my 2nd-level char cannot (yet) buy a level 5 item, even it's on one of his chronicles, correct?

Having played through the scenarios 1-00 to 1-03 so far, I noticed that all but two of the items made "available" via those chronicles are actually common items, so either I'm misunderstanding something or the system isn't quite working as intended, yet. What's the benefit of having common items on your chronicle sheet?

They don't come at a reduced price (that was the first thought I had).
Was I wrong above and when having them on there the level+2-restriction does not apply (that would still not explain the level 2+3 items on there, but most common items were level 4+)?

I am a bit confused (still) on uncommon item purchases. If you don’t have the item on a chronicle, you can NEVER purchase it? Even if it’s a crappy uncommon item? What about special materials? If I want a suit if mithril chain, but never come across mithril in my entire adventuring career, I can never buy it? Or so there some limit, like a 9th level wizard could theoretically buy a ring of wizardry 1 while shopping in Absalom if he had the cash. If it’s the former, that makes no sense lore or mechanically. If the latter is it level -2, or just of PC level?

Also, are scenarios going to have items available again on the chronicles, or was that only the season 1 stuff?

There's plenty of prior discussions (and especially gripes) about rarity Access as a mechanic (both for Society, and PF2 in general), if you're interested in searching for them. Rules Forum, Playtest Forums, Society Forum, General Discussion Forum. It's unlikely to be rehashed here for the umpteenth time.

For its part, Society opens up quite a few Uncommon options through Boons. These can either be found on Chronicle Sheets (during the earlier Seasons), or more recently on the Boons tab of your Organized Play profile. They have names such as "Avid Collector" and "Esoteric Spellcaster" and whatnot.

Remember, even in the real world, having money to purchase something doesn't guarantee you can get it. Ask any watch collector about the current inability to acquire a steel Rolex sports model at retail.

As far as items on Chronicles themselves, it's rare. Looking through my most recent Chronicles, the last item printed on the sheet itself was released back in October 2021. But then a Chronicle from an Adventure released last month had a Boon (downloaded, of course) that granted Access to an Uncommon weapon.

Lastly, the Guide has undergone quite a few revisions since its inception, so Level access is understandably confusing, depending on when and what you've read. Currently, Common item purchases are capped at Character Level, but Level 2 Common items are available for Level 1 PCs (to help facilitate Fullplate and +1 Weapons and whatnot). If you do have an item on a Chronicle, you can purchase it if its Level is no greater than your PC's Level+2. Finally, if you have any Infamy, reduce all of those purchase Levels by an amount equal to your Infamy (because what self-respecting shopkeep would sell their wares to someone who might use them for further ill repute?).

A lot of uncommon options grant abilities (teleportation, detection, etc) that have a tendency to "end run" scenarios. You cannot buy them unless you have opened up access to them.
