The divinity that arrived on golarion from androffa back during the pathfinder days. From there, reverse engineering if not parallel development.

Right, I headcannoned they were invented by the Azlanti as slave labor, and some escaped to Golarion, where they were again enslaved.
But another galaxy is a lot further away than the Azlanti Empire. So a god did it makes sense.
