"This set of artificial muscles increases the amount of bulk you can carry while wearing your armor by 3."
Every other bulk limit bonus says something to the effect of "treat your Strength score as X higher for the purpose of determining your carrying capacity."
Say I'm a character with 13 Strength. When I calculate my Encumbrance limits, it looks like this:
Encumbrance Limits unencumbered 0 - 6, encumbered 7 - 13, overburdened 14+
Now if I add a Starfinder's backpack, treating my strength score as 4 points higher, my encumbrance limits look more like this:
Encumbrance Limits unencumbered 0 - 8, encumbered 9 - 17, overburdened 18+
Now, if I add in the load lifter armor upgrade, what do the numbers look like then? Insofar as I can tell, any or none of the following could be correct:
Encumbrance Limits unencumbered 0 - 8, encumbered 9 - 17, overburdened 21+
Encumbrance Limits unencumbered 0 - 8, encumbered 9 - 20, overburdened 21+
Encumbrance Limits unencumbered 0 - 11, encumbered 12 - 20, overburdened 21+
So how is this bonus meant to be applied exactly?

IMO based on a strict reading "Encumbrance Limits unencumbered 0 - 11, encumbered 12 - 20, overburdened 21+" looks correct to me.
I'm thinking that the wording may have been different unintentionally but it certainly functions differently than the other effects. Regardless, the way it's worded implies to me that you calculate ALL Bulk effects based on STR first, THEN add 3 Bulk to the Max Capacity on Un/Encumbered.
