It is the first version. Fusion price is determined by item level, not fusion level.
Hammerjack is correct. Fusions have a level however that is not used in determining the cost of the Fusion. It simply determines the lowest item level and above upon which it can be used. A fusion level 9 can only be applied to level 9 weapons and above. It's price is determined based on item level you are applying it to.
