OGL query regarding PRD

I've been looking at the PRD, and it seems to be missing the introductory text at the start of each chapter.

I understand that the Flavour that appears on the two-page spreads is obviously Product Identity, but my question is regarding the pre-section information:

Each chapter of the Core Rulebook seems to have these sections, but they don't appear in the PRD.

Are these paragraphs OGL?

Just because something is in the PRD, that doesn't mean it's OGC; similarly, its absence from the PRD doesn't mean it isn't OGC. The PRD, like the products it draws from, includes statements of Open Game Content and Product Identity, and that's the only thing that tells you whether something is OGC or PI.

To answer your specific question, since you're asking about material that's not in the PRD, you need to check those statements in the original source material. The statements in the Core Rulebook say:

Product Identity: The following items are hereby identified as Product Identity, as defined in the Open Game License version 1.0a, Section 1(e), and are not Open Content: All trademarks, registered trademarks, proper names (characters, deities, etc.), dialogue, plots, storylines, locations, characters, artwork, and trade dress. (Elements that are in the public domain or have previously been designated as Open Game Content are not included in this declaration.)

Open Game Content: Except for material designated as Product Identity (see above), the game mechanics of this Paizo Inc. game product are Open Game Content, as defined in the Open Gaming License version 1.0a Section 1(d). No portion of this work other than the material designated as Open Game Content may be reproduced in any form without written permission.

The section you quoted does not contain proper names, dialogue, plots, storylines, locations, characters, artwork, or trade dress, but it does contain the trademark "Pathfinder Roleplaying Game," so that phrase (and only that phrase) is Product Identity. So if you want to use that passage under the OGL, you'll need to remove that reference. (You could, for example, replace it with the more general phrase "roleplaying games".)
