Following on this, would any of those "heads of state" attempt to seize Androffan technology by force?

And, if so, how do you think the rest of Golarion would react? (i.e., would this trigger the equivalent of a world war?)

1) Most likely yes, if they happen to know how to use it, or have someone under their control with the ability to use it, and to train others in its use.

2) I don't think a world war over tech is any more likely to start than one over a magic item or items. Tech is even more rare than magical artifacts, at least for now, anyway.
