I think the idea is to turn it on for combat and turn it off once combat is over.
It's also probably meant to be used so that when you run out of ammunition (or wish to swap melee weapons) you don't have to holster the weapon and then draw a new one to continue combat. You can simply use a free action to drop the weapon and it won't be lost to you.

Yeah, but starting every combat with a full round action to bind my primary weapon to it seems like a waste of a turn. Especially since putting it away later would only be a move.
What corp put that thing into production? Why was the trusty old rifle sling replaced by a 6,000 cred power-hungry monstrosity?
