The Additional Resources for Pathfinder Roleplaying Game: Ultimate Equipment lists:
"All items from Chapter 2 are legal for play except as noted below.
Equipment: Only creatures of the animal type of size Large and smaller may be purchased. No eggs are legal for play. A PC can only purchase an animal, mount, or similar creature if its Challenge Rating is lower than that character's level; creatures with a Challenge Rating of 1 or lower are exempt from this restriction, as are horses. Animal-related gear on pages 80-86 is available for purchase. Transports on pages 86-87 are not available for purchase. All alchemical remedies, alchemical tools, alchemical weapons, clothing, entertainment items, and food and drink are legal for play.
Any character with the Poison Use class ability can purchase and use poisons. For now, they are the only classes that have a list of "always available poisons" (those noted below)—no other class may purchase poisons unless they appear on a Chronicle sheet or in another legal source. Alchemists, ninja, and poisoner rogues may only purchase the following poisons: black adder venom, bloodroot, giant wasp poison, greenblood oil, large scorpion venom, malyass root paste, Medium spider venom, nitharit, shadow essence, small centipede poison, terinav root."
I don't understand:
Poisons not on that list CANNOT be purchased or CAN be purchased IF the player owns the Ultimate Equipment manual?
For example, Blue Whinnies and Drow Poison can be purchased/crafted in that case?

The wording is a bit confusing, so let me see if I can clarify it a bit.
There's two different sources regarding poisons that you can purchase them from:
1) Any poisons listed on Chronicle sheets.
2) "Always available" poisons as clarified in any of the books listed on Additional Resources
Point 1 is for any and all classes.
Point 2 is specifically for classes with the "Poison Use" class ability. Alchemists, Ninjas, and Poisoner Rogues are the classes/archetypes that get this class ability. Therefore, they have an "always available" list of poisons. The poisons listed are the ones that they can purchase.
Therefore, for Blue Whinnis and Drow Poison, those can only be purchased if they appear on a chronicle sheet.

Ah, ok...now it is clear Joe, but most Chronicles with poison allow for limited purchase of poison...so...this means that even Crafting it would be limited, right? Or no...Crafting would be unlimited once you have a Chronicle "opening" the poison?
I am asking because if Crafting is also limited, the characters without Poison Use would be the same (apart from price) as those without, since they both can purchase the poison up to the limit...
Moreover...well...we know that poisons are "tricky"...is very easy for many opponents to succeed the Fortitude save and with a limited quantity of poisons from the Chronicle Sheet, they become, in fact, not just expensive but outright useless... :(

For Chronicle sheets, you can pay the crafting cost of the poison if you qualify to do so (i.e. the Poison Use ability), but remember you do still have to make a roll to succeed (or have a Craft: Alchemy high enough to auto-succeed). And, just like purchasing, you are limited to the limits printed on the chronicle sheet, just as you would be if you were purchasing them.
Remember that there are ways to increase the DCs of poisons, whether it be feats, class abilities, or stacking doses. While the DCs are generally low for poisons, there are ways to make them more difficult to deal with.

But...the Adventure Path book who made it legal is listed in the Additional Resources? Or is it in the Chronicle Sheet that was "enabled"?
I found the Black Whinnis in the Additional Resources, but is much more expensive...
