Weapon Fusion - SpellThrower & Utility Spells

Rules Questions

Want to run this by people, as it looks legal but might be my wishful thinking.

Weapon Fusion: Spellthrower
Allows a non-caster to 'equip' a spell gem in the weapon. Even when the weapon user does not have a caster level.

The description that they use for Spellthrower is while in combat but while it doesn't say one way or the other. It also looks like it could be used out of combat too.

So...Would it be usable with the Spell: Reflective Armor?

I looked at this specifically and there is nothing that limits what can be targeted in the spellthrower fusion's description. Therefore I don't see why this wouldn't work. It does say that this is a full action.

If you use it to cast a spell that has a 10 minute or longer duration, you can probably cast it out of combat.

The only restrictions, by RAW, are:

1) The spell in the spell gem must have a standard action or less casting time.

2) The level of the weapon must be at least four times the level of the spell in the spell gem (level 4 weapon or higher to use a 1st-level spell gem, level 8 weapon or higher to use a 2nd-level spell gem, etc.).

3) The BAB of the weapon wielder must be equal to or higher than the item level of the spell gem or risk failure.

In addition to non-casters being able to cast spells, it allows a mystic or a technomancer to cast spells from each others' lists (that aren't already on both).
