No, it's deliberate. And kind of cool.
Your first, cookied/remembered logon gets you access to the forums and general site areas that aren't sensitive. Placing an order or accessing you downloads (which are worth money) requires entering your password each time.
This protects you from someone using a stolen/borrowed/compromised computer to access the parts of your account that involve money. It's one of the (many) little feels-backwards-but-is-actually-wise things Paizo does.
