Can a level 1 character craft a tier 1 compuer?

So, since the above wording lacks the 'mimum 1' verbiage, does that mean someone has to wait until they get to 2 ranks in Computers or Engineering before they can craft a tier 1 computer?

So it would seem. Elsewhere it specifically calls out the lack of minimum 1 meaning 0.
