Customer service will be able to explain better, but the money wasn't actually taken out of your account. It's an authorization. The bank is putting the money aside to pay Paizo when Paizo finalizes the charges, but Paizo can never finalize the charge because the transaction was declined. The authorization will eventually expire and the money be available again.
