You may only use any individual power once per check; this includes Estra's power.
Each player may not play more than 1 card of each type or use any 1 power more than once during each check, other than powers that can be used each time something particular happens.
The exception (powers that can be used each time something particular happens) is very easy to discern: every such power begins with the word "when." If the power does not begin with "when," then it does not fall under that exception.
Or, in other words, no powers stack unless they begin with "when" (and the condition that triggers them happens multiple times) or the power explicitly says you can use it multiple times.

To amplify skizzerz's typically spot-on reply: the limit which is relevant to the question asked by the OP is the limit in regard to *multiple uses of a character power*, not on the limit on *playing multiple cards of the same type*.
Estra does not play the card she reveals to reduce damage; you only play a card if you do something with a card to use a power on the card, or if you choose to activate a power on a displayed card.
