The Warrior of Wrath says "If undefeated, the Warrior of Wrath deals 1d4 Force damage to a random character at your location". Is this after the normal damage when failing a check (the difference) or instead of?

After. You still take the Combat damage for failing the check. Then, a random character at your location (which may also be you) takes an additional 1d4 Force damage. This additional damage happens after any "after the encounter" or "after you act" powers have been resolved.

To expand upon the above now that I have a bit more time:

The steps of an encounter are as follows (from the most recent rulebook, which is Mummy's Mask as of this writing. This still applies to RotR even though some of the terminology is a bit different.)

1. Apply Any Effects That Happen When You Encounter a Card.
2. Apply Any Evasion Effects.
3. Apply Any Effects That Happen Before You Act. In Rise of the Runelords, these effects say "before you encounter" instead. Since it was completely non-intuitive that you apply "when you encounter" effects before "before you encounter" effects (and that you evade before "before you encounter" effects), the wording was changed in future sets to "before you act". The two terms are synonymous, however.
4. Attempt the Check. This is where you take damage for failing a check to defeat a monster equal to the difference.
5. Attempt the Next Check, If Needed. This would be for things such as cards which require multiple checks, or for checks to recharge spells and items and the like. Repeat this step as many times as needed.
6. Apply Any Effects That Happen After You Act. In Rise of the Runelords, these effects say "after the encounter" instead. It was renamed to "after you act" in future sets, but the terms are again synonymous.
7. Resolve the Encounter. This is where the bane is determined to be defeated or undefeated. As such, any effects that are worded "if defeated" or "if undefeated" would happen at this step, such as the 1d4 Force damage power mentioned.
