The human colonisation fleet arrived at Delta Magna shortly after the gap. With no idea of where they had come from or where they where going they had no choice but to begin settlement. However, the planet was already inhabited by a small number of low tech natives. The natives where relocated to the swamp moon Delta III.

Here is my problem. I originally thought to make the natives an elven subrace, but I want the relocation to have occured long before living memory. So I need a short-lived race. I don't want to lead the players to either support or oppose the natives, so no always-evil goblins or similar. Even lizardfolk are likely to be attacked on sight, and they would be a bit too comfortable on the swamp moon anyway. Lasunta or kasatha are possible, anyone know thier lifespans? Otherwise I may have to resort to ferrel halflings.

"Feral halflings" reminds me of Dark Sun halflings (vicious cannibals). That could work for you if you toned down the cannibalistic tendencies. The other problem you might run into, is if your relocated population was forcibly relocated from a paradise to a crummy swamp, your players might turn on their government for the wrongs committed against the previous natives.

So why did the relocation happen at all? An entire planet couldn't hold the colonists and a small number of natives? Either the colonists didn't like the natives, or the natives didn't like the colonists. Given the tech difference, it was probably the former. So the high tech colonists didn't like the natives, were too "nice" to kill them outright, so they just sent them to the planet's moon, which was a swamp (with lots of predators and unfamiliar diseases, poisonous plants, venomous wildlife, and other hazards the relocated people are nowhere near familiar with).

It seems like since lizardfolk, "would be a bit too comfortable on the swamp moon," you want the previous natives to be discontent with their situation, and maybe you want the players to help them? If your group is anything like mine, that's probably going to be what happens with this setup.

Well, Delta Magna was far from a paradise (and is planetary megacity with no environment and critical food shortages now). But the relocation was probably just down imperialism. I don't have a problem if the players decide the don't like the Delta Magnans very much, but I would rather give them a choice than assume they would automatically want to help the natives (Who technically might not actually be native anyway, because the Gap).
