Elcoderdude is correct. To further expand on why, check out page 7 of the rulebook for the turn order (partially reproduced below):
1. Advance the blessings deck
2. Give a card
3. Move
Start of turn effects are processed after advancing the blessings deck, so the sandstorm move may affect that (if you move to or from a location with such an effect, for example). Additionally, you can only give a card to someone at your location, so the random move affects that as well.
Beyond that, remember that Cards Do What They Say and Cards Don't Do What They Don't Say. If Sandstorm doesn't say you can't move again that turn, then it isn't preventing you from moving during your move step.
