Im just curious, for a while, in earlier publications, the faith of Sarenrae was outlawed in Taldor. When did this change?

When was this temple built in Oppara?

And please don't mouth the line "but you can still include it in your Golarion." If I was creative enough to do interesting things with concepts, I wouldn't be buying Paizo products.

Since no one has seen fit to actually answer your questions yet, here you go (all quoted text is from Inner Sea Temples), to the best ofmy ability:

"Just under 2 centuries ago, Sarenrae’s faith flourished in
Taldor, but the Keleshite origin of her church, and its
long connection with Taldor’s traditional rival, the nation
of Qadira, created a perfect scapegoat for Taldor’s political
aims. Claiming that Sarenrae’s followers, especially the
militant Cult of the Dawnflower sect, could potentially
open the doors for another Qadiran invasion of Taldor,
Grand Prince Stavian I outlawed the worship of Sarenrae
in Taldor in 4528 ar."

"Eventually, the Taldan government softened its stance
against the Dawnflower; to atone for the injustices of the
Great Purge, the city of Oppara returned to the church the
same plot of land where Sarenrae’s original temple once
stood. Over the next decade, devoted Sarenites reclaimed
the sacred sites of their goddess throughout Taldor,
and many sanctified stones and lost relics were brought
to Oppara to rebuild a new cathedral atop the ashes of
the old razed temple."

The current head of the temple is stated to have held the post for 25 years, and is not the first to have held the post.

So, while no hard and fast date is provided, safe to say it's been well over thirty years since the place was rebuilt.
