Adventure Path chronicle question

I have been running Reign of Winter, and am going to finish Snows of Summer tonight. I am going to start running PFS games on our off weeks (we play reigns alternating mondays).

My players have rolled 1st level PFS characters, but they are going to get the chronicles for SoS before we play a scenario. My question is do they need to play a scenario before they apply the chronicle from SoS? Do they apply it first and start their first scenario at 2nd level, or do they play their first scenario, and then apply the SoS chronicle as their second?

My intention was to run them through the first chapter of First Steps, but I am thinking now that it won't be an option (not a big deal, except that I already prepped for it, I can just run it for other people).

They apply the Chronicle first because they "earned" it first (as long as it is for level 1 characters).

You *can* run a 2nd level PC through First Steps, but only once - it's "evergreen" for 1st level PC's, though.

It isn't listed as a tier 1-2 though, just a level 1 adventure. I poked around some and that's the conclusion I'm drawing from this thread.
