I want to throw troops against my high level PCs occasionally, but I haven't seen clear rules for turning a guard into a troop of guards. Has anyone published such a guide? Even better, has anyone created a whole bunch of troop stat blocks? I tried checking on rpgnow.com but apparently my kung fu is weak.

The Troop creature subtype was introduced in Pathfinder Adventure Path #71 Rasputin Must Die! (pp. 16-18).
I've noticed Troops two other times in Paizo adventures:
The module The House on Hook Street uses the Troop subtype to represent a CR 6 angry mob (pp 15-16).
Pathfinder Adventure Path #100 A Song of Silver uses the Troop subtype twice: once for a troop of Chelish dottari (city guards) (CR 7), and once for a troop of Chelish inquisitors (CR 9). Both are detailed in the Bestiary section on p. 122-3.
They may have appeared in other places, but the above are the only ones I recall.
I think the stats for the dottari troop would be what you're looking for.
