I have a GM blob that has three chronicle sheets applied between July 2014 and July 2015. The July 2014 chronicle is from a level 3-7 scenario. At the time, it was not legal for a GM to reduce the level of the sheet to apply to a first level character like playing a pregen, though it became legal in August 2014 with the Season 6 guide.
Can i adjust it now to apply to the first level character with reduced gold? I'd rather just start him off at 2nd level.

It was ambiguous at the time. Some people said it was legal, some people said it was not. The language was clarified in season 6.
Technically, you have to apply the chronicle immediately, so you would have had to make the choice to reduce it to level 1 in july 2014, when you earned it.
Practically, if you wanted to do that, but thought it was not legal, and were trying to be a good citizen, I think that very, very few people would want you to be punished for trying to follow the rules, and I would say you can reduce it, now that you have found out you were wrong :)
