When does the spell called fire of entanglement kick in?

In the description it says "The next creature you attack using your smite evil class ability is wreathed in flames that impede its movement."

Does this mean that the spell kicks in at the moment you smite someone, when you perform an attack roll, or when an attack roll succeeds?
