Why are the DCs for N’vesh-n’kar's spell-like abilities only 16? Shouldn't they be 26: 10 + 5 (spell level) + 11 (Cha bonus)?

Almost certainly a typo. I don't have its stats, but I think it is safe to assume that it's SLAs would follow the normal formula.
