I was expecting the end of ebooks to start with Lord of Runes. Is that incorrect? I don't have Forge of Ashes available as a download.

Yes, digital versions will no longer be available form paizo.com starting with Lord of Runes. If you check your My Downloads page, you should now be able to see Forge of Ashes.
