Your fighter 2 rogue 2 could become a fighter 2 unchained rogue 2 but not an unchained rogue 4.
You would retrain weapon finesse because you get that for free now, but not the skill focus knowledge nobility you picked because you were reaaaly drunk when you made your character.

Yes, you can retrain all Rogue Talents. Here's the applicable paragraph.
