So, I'm making a two shot campaign thing and I wanted to find a way to build the enemies from the first two chapters from Resident Evil 4, The Ganados, El Gigante, and a couple of the other enemies you see, BEFORE you go to the castle chapters.

How do I go about making these creatures? What templates would suffice?

And anything else advicewise I should be aware of when building these?

Going to assume, you want your party to start at level 1:

-Ganados: hard to kill, not very smart, plenty of them, you could just reskin orcs for them for ferocity and the likes. (if you are using the game explanation of them being infected with plaga) or if you don't care much about this explanation: Just use Juju Zombies on commoners for most villagers, or warriors or even fighters for the tougher ones.

-El gigante: Big, strong, not very smart, an Ogre would serve the purpose easily. Just be a bit careful, ogres have a lot of strength and it's pretty lethal in low levels. If you want them to fight him when they reach level 2, feel free to give him the barbarian creature template.

I like it, but what are the stats of the average commoner? Well, for story purposes, they're just fighting infected humans. A Hag is going to be the final boss of the campaign for this. Basically she killed the town elder, took over, then fed the villagers infected meat teeming with viral maggots. It gets darker from there.

But since Plagas are technical and these will be people fresh out of PFS, I wanted to introduce them to a familiar setting while still being the intensity of a campaign.

And yes, they will be level one.

Oh okay was a bit confused by that...well other stuffs i guess you could consider but don't have to, if you really want to include, the technological guide for pathfinder, have weapons like this:

Good if you want to have the occasional crazy villager with a chainsaw, for an one shot, yeah it is 2700 gp but whatever, not like your players are going to sell the item after the one shot, even if they do get it as loot.
