Can you apply a Silverhex chronicle to a 2nd level PFS character? Sorry if it has been asked before. I searched the paizo site but could not find an official answer.

No; Silverhex Chronicles are to be applied to a level 1 PC only. In fact, if you apply another XP granting chronicle sheet to a PC that has a Silverhex Chronicle, then no other Silverhex Quests can be added.
