That sounds kind of broken, considering one of the only balancing factors the Arcanist has is that it doesn't get as many spells per day as a wizard with an arcane school or a sorcerer.
You'd be able to rip apart scrolls and wands to keep getting back spell slots at higher levels when those things become cheap to craft or buy. Also, given how the Arcanist's casting works, unlike the Magus who is getting back a SPECIFIC spell by spending points from their pool the arcanist gets back the chance to cast ANY spell of the level they recovered. I don't think I need to draw a map as to how that's a fair bit more powerful than normal Spell Recall.
Arcane exploits are powerful enough as it is without giving the Arcanist the ability to try and cheat its way out of novaing its slots by pumping its reservoir, in my opinion, and the Arcanist already steals too many nice things from other arcane classes to get a strictly better version of one of the Magus's more useful class features as an exploit.

That's insanely broken.
The magus is a class shoehorned into a blasting caster with a low number of spell slots and a limited spell list. With spell recall, a magus doesn't have to waste all their precious spell slots on preparing shocking grasp and other blasts. This allows the magus to prepare and cast other types of spells to serve their party as a wizard substitute when needed. It gives the magus some versatility and allows them to be a better team player because focusing on blasts doesn't come at an opportunity cost of utility spells.
It works on a magus because they have many limitations built into their spellcasting. You can't just slap spell recall on another class and call it a day. The arcanist is already one of the most versatile spellcasters in the entire game. They can already swap prepared spells via Quick Study. They reap the benefits of both prepared and spontaneous spellcasting at the cost of having fewer prepared spells than a wizard and fewer spell slots than a sorcerer. The arcanist can already gain extra spell slots via Expanded Preparation. Giving the arcanist Spell Recall throws all that balance out the window.
